The Independent reports:
Donald Trump this morning claimed, “When during the campaign I would say Mexico is going to pay for it, obviously I never said this, and I never meant they’re going to write out a check. I said they’re going to pay for it. They are.”
Trump has repeatedly promised that Mexico would pay for the wall, with the website for his 2016 campaign having previously claimed that Mexico would make a “one-off” payment of “$5-$10 billion.”
Instead, the president has most recently claimed that Mexico would pay for the wall through changes to trade policy his administration has negotiated to replace the North American Free Trade Agreement. That new deal has not been approved by Congress yet but the president said on Thursday that it “probably will be.”

Trump says when he said on the campaign that Mexico is going to pay for the wall, he didn't really mean they would literally pay: "Obviously, I never said this and I never meant they're going to write out a check. I said they're going to pay for it. They are" through the USMCA.
