ABC News reports:
House Speaker Paul Ryan told reporters Wednesday afternoon after meeting with President Trump that the President will not sign a spending bill that has already passed the Senate because it does not offer funding for his border wall.
Trump had indicated yesterday that he would sign the bill in order to prevent a government shutdown. The government will undergo a partial shutdown if a spending bill is not signed by midnight tomorrow.

Senators learned of the news that Trump won’t sign CR by tweet; it was read aloud in a sparsely attended GOP lunch. Senate Majority Leader Mitch McConnell immediately left to talk to Speaker Ryan, according to Wisconsin Sen. Ron Johnson.
