GEORGIA: GOP State Rep Suggests Quarantining People With HIV Because They Don’t “Die As Readily” As Before

Regina Willis reports at Project Q Atlanta:

State Rep. Betty Price, a Republican from Roswell, suggested quarantining people living with HIV during a House study committee meeting addressing the barriers HIV-positive people face.

Price’s suggestion came Tuesday during a two-hour meeting of the House Study Committee on Georgians’ Barriers to Access to Adequate Health Care. Price – a medical doctor and wife of Dr. Tom Price, the former Secretary of Health & Human Services – asked Pascale Wortley if quarantining people was an option given how much the state spends on care for people with HIV. Wortley, director of the HIV Epidemiology Section for Georgia Department of Health, was discussing HIV treatment with the committee.

“It seems to me it’s almost frightening the number of people who are living that are potentially carriers, well not carriers, with the potential to spread, whereas in the past they died more readily and at that point they are not posing a risk. So we’ve got a huge population posing a risk if they are not in treatment,” Price said later during Wortley’s presentation.

            When I had a knee replaced a couple of years ago, the post-operative regimen put a lot of emphasis on preventing clotting. Had to take an injection right into my abdomen every day for a couple of weeks afterwards, plus constant nagging about making pumping motions with your feet.

        HIV is deadly and expensive. People with HIV are a threat as long as they are alive. The next step is the sentiment : “If we’re being honest, we all know it’s gay men most of the time. And sometimes some poor random unlucky person.” Which leads into “for the public good” those most at risk are “for their and everyone else’s protection” quarantined. Just in case.

        I know public health researchers who wouldn’t even so much as hiccup over that and be all “sure, sounds like good science!”

        N.B. I’d hope it went without saying but this is the internet so it doesn’t… but none of the above IS actually reasonable or something I agree with.

          I thoroughly understand that. There is undoubtedly a cold logic about it…but we are a country of free people with free will tempered by laws. Most people are responsible citizens. We do not imprison people for posing a potential threat, when they act responsibly. If that were the case, then we wouldn’t be selling guns or controversial literature.

          Furthermore, one would think that as this woman is fast-approaching the end of her mortal coil, that she would perhaps acquire some compassion…but then again, some never do.

        And given that African Americans, who represent only 12% of the U.S. population, account for more new HIV diagnoses (44%), people estimated to be living with HIV disease (40%), and HIV-related deaths (44%) than any other racial/ethnic group in the US (Kaiser Family Foundation, Feb. 2017), concentration camps for people with HIV/AIDS would remove a lot of Black people from the general population, which would please many of Price’s constituents in the Atlanta suburbs.

        It gets done now and again but not with regularity. The number is up in the many billions. It’d mean property tax on their lands, income tax on their pastors and staffs (if categorized as ‘ministerial’ like some teachers are). They typically don’t pay for fire/police surcharges and some jurisdictions don’t bill them for water and electricity.

        I’d be happy were they ‘just’ brought upto the same level of taxation as other social clubs.

      For the last… four years now I guess? I’ve been giving lectures. I keep talking about what it’s like to live with HIV. I talk about non-disclosure laws. I talk cultural constructs as they intersect with sexual orientation. I talk about cultural desexualization of individuals through injury or illness. I talk, in short, about the various overlapping sets of issues that come with … being me.

      PART OF THAT has consistently been that there is a shittonne of stigma and prejudice that exists at every level of society right now around people with HIV. And always, ALWAYS, some shit stands up and says “yeah, well no…” or says “I’ve got HIV and I never have to deal with this shit”.

      I always want to just side eye the hell out of the second set. Because… really? Really? Never?

      Then shit like this comes up and people act surprised. Why in hell are y’all surprised? This happens all the time, every day out there.

      In 1987 Bill Vander Zalm proposed a bill (C 34) that would empower medical officers to quarantine people who had AIDS to an island in the Georgia Straits. It was an old abandoned leper colony. The bill also would allow people to contact medical officers with suspicions that someone had AIDS, which would result in a compulsory HIV test. On that reporting alone.

      The bill was defeated. So people think. In fact it was cannibalized and is in the present British Columbia Health Care Act. Medical officers have the ability to summarily quarantine anyone due to a laundry list of reasons. Originally there was laws written to formalize the powers and the process but a few years ago they were removed. The legislation, however, never has. So in this day, today, it is possible for a health care official to determine for whatever reason that a person needs to be quarantined. And this process sidesteps due process.

      People are constantly banging at this door. Constantly. It’s never stopped.

      So people are surprised?

      Shit, child. This fuckery isn’t news. It’s water is fucking wet.

        I advocated screening medical students and residents for psychopathic tendencies. There are common psychological profiles which do a decent job of identifying people with those traits. The administration told me repeatedly it would never stand up to a court challenge. Just because you are bright enough to get into medical school and finish it does not guarantee that you will be a caring – or competent physician.

So do needle exchange programs and housing / food programs (healthier people transmit less often).
