As CNN’s Daniel Dale immediately noted, in 2014 California voters approved a ballot measure raising the felony charge for shoplifting to thefts totaling over $950. As then-California attorney general, Kamala Harris was barred from publicly commenting on proposed ballot measures. Of note, the felony theft limit in Texas is $2500.
