Putin Declares Martial Law In Annexed Ukraine Areas

The Moscow Times reports:

Russian President Vladimir Putin has declared martial law in four partially occupied regions of Ukraine that Moscow claims to have annexed.

Kyiv’s forces have been clawing back territory in the Donetsk, Luhansk, Kherson and Zaporizhzhia regions in recent weeks as the Russian military has been plagued by setbacks.

Putin said that extra security powers will be granted to the four regions’ Moscow-appointed leaders. He also vowed that mobilized reservists deployed to fight in Ukraine would be paid monthly salaries of 195,000 rubles ($3,165).

NBC News reports:

“Now we need to formalize this regime within the framework of Russian legislation. Therefore, I signed a decree on the introduction of martial law in these four subjects of the Russian Federation,” Putin said on national television.

Speaking to his National Security Council, Putin announced the immediate declaration of martial law in Kherson, Zaporizhzhia, Luhansk and Donetsk, as well as the establishment of a new state coordination council aimed at fulfilling the objectives of his so-called special military operation.
