$156 Million FEMA Contract For Puerto Rican Aid Called For 30 Million Meals, Only 50,000 Were Ever Delivered

The New York Times reports:

The mission for the Federal Emergency Management Agency was clear: Hurricane Maria had torn through Puerto Rico, and hungry people needed food. Thirty million meals needed to be delivered as soon as possible.

For this huge task, FEMA tapped Tiffany Brown, an Atlanta entrepreneur with no experience in large-scale disaster relief and at least five canceled government contracts in her past. FEMA awarded her $156 million for the job, and Ms. Brown, who is the sole owner and employee of her company, Tribute Contracting LLC, set out to find some help.

Ms. Brown, who is adept at navigating the federal contracting system, hired a wedding caterer in Atlanta with a staff of 11 to freeze-dry wild mushrooms and rice, chicken and rice, and vegetable soup. She found a nonprofit in Texas that had shipped food aid overseas and domestically, including to a Houston food bank after Hurricane Harvey.

By the time 18.5 million meals were due, Tribute had delivered only 50,000. And FEMA inspectors discovered a problem: The food had been packaged separately from the pouches used to heat them. FEMA’s solicitation required “self-heating meals.”

Ms. Brown is appealing the termination of her contract and seeks a payoff of “at least $70 million.” I shit you not, hit the link.

    I work for a company who does some building work for the government. There are very strict regulations, some pretty hard to comply with. And you do not get a pass if you don’t comply with every last rule or fail to deliver.

    The bungling in Puerto Rico is epic, but believe it or not, this is going on in other departments as well. My company has been dealing with the FHWA and other divisions of the Department of Transportation for decades, as well as the Bureau of Reclamation, Coast Guard, Bureau of Indian Affairs, and other federal agencies. There is massive bungling and incompetence (I strongly suspect corruption in the awarding of the contracts because of some inexplicable award decisions, but I don’t have proof of that) going on all over the place with this administration.

      That is the whole point.
      Republicans want to show people government doesn’t work and are putting people in charge to undermine the departments in every way they can.

    What is it even possible to say? The Trump administration may not be the most incompetent in history–Zimbabwe and Somalia are probably still at the top of the list–but they’re climbing every day. I suppose the most polite thing I can say is that incompetents tend to hire incompetents, because they don’t care about what they’re doing. Or maybe Trump just hates brown people, and doesn’t care what happens to Puerto Rico, even though they’re American citizens. They don’t vote, so he doesn’t care.

      Because his lack of response made it impossible for many Puerto Ricans to live at home, they have moved to the mainland U.S. – where they will vote.

      It’s sad that’s why they got the right to vote, but they will vote, and that’s good.

    Republican ideology is that government provided services thieve from USA citizens. Just in case, effective services may be provided, thieves are put in charge of FEMA and then thieves are awarded contracts from FEMA, Republicans want FEMA to fail. They want no one to rely upon the government, especially not the Poor.

    Tiffany Brown did just as Republican ideology requires. Not quite as enormous a failure as Trump losing money running a casino or W choosing NOT to call out troops at a nearby base to deal with Katrina, but she ranks right up there.
