CUBA: State Department Reveals Staffers Suffered Severe Hearing Loss From “Acoustic Attack” [VIDEO]

CNN reports:

The US believes several State Department employees at the US embassy in Havana were subjected to an “acoustic attack” using sonic devices that left at least two with such serious health problems they needed to be brought back to the US for treatment, several senior State Department officials told CNN.

One official said the employees could have suffered permanent hearing loss as a result. The employees affected were not at the same place at the same time, but suffered a variety of physical symptoms since late 2016 which resembled concussions.

The State Department raised the incidents with the Cuban government over the course of several months and sent medical personnel to Havana, but have not been able to determine exactly what happened. “It can be quite serious,” one official told CNN. “We have worked with the Cubans to try and find out what is going on. They insist they don’t know, but it has been very worrying and troublesome.”

The Cuban government said in a lengthy statement late Wednesday that “Cuba has never permitted, nor will permit, that Cuban territory be used for any action against accredited diplomatic officials or their families, with no exception.”

The statement from the Cuban Foreign Ministry said it had been informed of the incidents on Feb. 17 and had launched an “exhaustive, high-priority, urgent investigation at the behest of the highest level of the Cuban government.”

Cuba employs a state security apparatus that keeps many people under surveillance and U.S. diplomats are among the most closely monitored people on the island. Like virtually all foreign diplomats in Cuba, the victims of the incidents lived in housing owned and maintained by the Cuban government.

However, officials familiar with the probe said investigators were looking into the possibilities that the incidents were carried out by a third country such as Russia, possibly operating without the knowledge of Cuba’s formal chain of command.

The attack has been described as outside of hearing range.

    The Cuban government was either behind the attack, or they know which foreign government (possibly which individual people) was responsible but aren’t going to say because it is one of their allies. If, say, Germany did it for whatever reason then Cuba would be naming names all the way to the other side of Christmas.

            Depending on who it is and what kind of pressure they apply I think Cuba would protest but reluctantly accede to the act.

            China has incredible leverage over them when it comes to finance, they can either call in debts or order their state owned mega-corporations to not do business there thus turning them into another Venezuela until they give in. Russia meanwhile could also unilaterally reactivate it’s Soviet-era military bases and dare Cuba to do something about it, as they did with Belarus last year.

          I know a bit about these devices, they use highly directional speakers and are effective a few hundred meters away. Just some info, I do not know if that would be far enough to escape detection of the person or persons behind it

        Also, Trump and other Republicans are against the steps Obama took to open up and normalize relationships with Cuba. Even if U.S. agents had no part in this (the attacks began in 2016), the current regime will use it to cast Cuba as an enemy and roll back the progress made under Obama.

        I was too broke at the time to see that tour. Instead, I saw Fleetwood Mac with Bob Welch. That would stand as the loudest show I had ever seen, including the Maiden, Sabbath, Rush, etc, until 2000, when I saw the reunited Happy the Man for their first show in over 20 years, at the State Theater in VA. It was insanely loud, and I had not expected a reason to bring along concert earplugs until they started playing. Amazing show, but, damn, my ears rang for some time after that.

    It’s quite possible to cause hearing loss with ultrasound (higher than normal hearing range) of 120 dB or more. Sound pressures beyond 180 dB may be fatal.

    In spite of any political bluster by Cuban officials, Cuba wants American investment and further rapprochement with the US. From a strategic point, this makes no sense for them to target and commit actions like this against American employees of the US government.

    It would make much more sense for another country like Russia to do this as it is in their best interest for the US and Cuban governments to be more isolated from one another.

  • I hope the damage is temporary or reversible. How horrible. While I won’t rule out potential Cuban complicity, I’m more inclined to think it was a third party, perhaps one trying to drive a wedge between our slowly thawing relationship with Cuba.

    What a bizarre story. While OSHA has an 8 hour occupational limit of 85 dB for audible frequencies, it’s 110-115 dB in the ultrasonic range. I’ve seen commercially available devices used for pest control and highly directional ultrasonic-to-audible (‘parametric’) speakers that emit up to 140 dB, however. That’s clearly dangerous.
