HHS Strips LGBT Seniors From Annual Survey

NBC News reports:

Advocates are outraged that questions about LGBTQ seniors have suddenly been removed from an annual survey that determines services for elderly Americans. The Department of Health and Human Services (HHS) uses the National Survey of Older Americans Act Participants (NSOAAP) to decide how to allocate federal funding to groups that work with the elderly.

For years, LGBTQ groups lobbied to have the survey include questions that would help identify the amount of lesbian, gay, bisexual and transgender elderly people who live in the U.S. and participate in services.

In 2014, questions about sexual orientation and gender identity were added to the survey β€” helping researchers determine the U.S. is home to about 3 million LGBTQ people over the age of 55. The Trump administration released a draft of the 2017 survey, with only one noticeable change from previous years: The LGBTQ questions are gone.

Services & Advocacy for LGBT Elders (SAGE) announced today that it is launching a nationwide effort to oppose the Trump Administration’s proposed erasure of LGBT elders from the National Survey of Older Americans Act Participants (NSOAAP). Specifically, SAGE opposes changes that would eliminate questions that allow the federal government to assess the extent to which LGBT older adults are receiving federally funded elder services. According to a March 13 notice in the Federal Register, those questions (which have been included in the Survey since 2014) are proposed for elimination in the 2017 Survey. This is the only change the Trump Administration proposes to the Survey.

This annual survey is conducted by the federal government to evaluate the effectiveness of programs funded under Title III of the Older Americans Act, including who is being served by such programs. Results from the survey are used to determine how to direct billions of dollars toward older people’s needs through publicly funded senior centers, home-delivered meals, family caregiver support, transportation, and other key supports.

Community advocates have made inclusion of LGBT people in government surveys a top priority as a way of ensuring that they are counted and that those in need receive their fair share of taxpayer-funded services. This is especially true for the more than 3 million LGBT older Americans, who often confront severe challenges, including intense social isolation. LGBT elders are twice as likely to live alone, twice as likely to be single, and 3-4 times less likely to have children to help care for them in their later years; many are estranged from their families of origin as a result of historical bias. LGBT elders, who suffer from the accumulated results of a lifetime of discrimination, are more likely to live in poverty than older Americans in general, and more likely to struggle with serious health conditions.

        Clinton was an ostentatiously qualified candidate. Had Stein or Johnson had any scruples they would have withdrawn and campaigned for her. Though I wish he’d been more committed, Sanders did more to help than hurt and I understand his supporters’ enthusiasm. I thought it misplaced – at best he’s a provincial gadfly – but understandable. I didn’t see any obvious reason to blame the DNC.

I buy about $30 of canned and a 50 lb bag of dry dog food a month. 2 dogs, 80 lbs and the other 60 lbs. by the time I buy Milkbones and other treats it costs just under $100.00 a month. I even buy them the 10lb frozen chicken hindquarters when they are on sale. Boil them up and debone them. They love chicken.

            There is/was a small (up scale-ish) LGBT retirement community south of Tampa, “The Palms of Manasota”. It was the first of its kind in the country but didn’t ever really take off. They filed for bankruptcy a few years back & now their website’s only function is directing to other options.

In terms of the failed LGBT retirement community I mentioned, they never developed to the point of building the amenities that they promised and really it was/is just a small neighborhood where people bought villas for more than they were worth in order to not have straight people living among them.             We’ve got just over 12 acres. Tad under 10 are in crop production and cleared. Trouble with having land is attracting people to such an idea when you’re out a ways. We’re about 2 miles outside of a town of about 20k in population, so it’s large enough to have basic facilities (medical, hospital, hospice, etc).

            About an hour outside of Chicago, so close enough to jet in when we want to.

            We lease the tillable acreage which pays for property tax, for the most part. Crops rotate between seed corn and seed soy. This year we’ll be in corn.

            Cool. Much of our is woodland. But the local farmers do the same rotation, with winter wheat occasionally. But the best environment for fire flies is soybeans…if you hit that field just before dark it is AMAZING. We bring our city guests. Damn, that’s some entertainment! πŸ™‚

Our ‘yard’ is about 2 acres and like a park with trees, etc. We’re fortunate that there is a nice fairly large woods just to the back of the property. Has never been farmed as it contains a ravine and a dry creek, but the morel hunting there is excellent!!
            (family that owned our house said that the oak woodwork and built-ins here came from trees in that woods).

    I’m 62, my husband is 72 and a veteran. We’ve been hitting as many protests as we can since January and it seems as if the shit flow that comes from this administration is never ending. Anyone with half a brain knows that LGBT seniors are more vulnerable than most. Different priorities, different needs. The myth of well-off gays needs to be dispensed with as the truth is very different. Visit a local SAGE center to see what I’m talking about.

    Yesterday, I went to a Symphony Concert in Boca Raton at FAU. The theme was Broadway Music. The average population was @ 70 years old or up of a crowd of 300. I could see a fair number of “Grey” Gay Couples in the crowd of about 300. They are NOT invisible, nor will they be made so!!!

      I’m going to venture a guess (based upon the venue being at a university in Boca Raton) that the majority of the audience were in a rather high socioeconomic status. I’m thinking that gay elders of lesser means may truly be at risk for being made invisible. Just a thought….

    Even though I live in Indianapolis, which is the 14th largest city in the United States, there are invisibility issues that matter. I began receiving my medical care at the largest teaching hospital in the State, Indiana University Health, downtown because I wanted doctors with some experience with gay, hiv patients. I keep asking if there are any infectious disease docs who regularly treat my community; but no. Even at I.U. you get whoever they assign you, and none have more than a few older hiv patients at a time. Although I live in a lovely subdivision, my partner and I are the only gay people out of 145 homes. And we stopped going to the only gay services organization in town, the Damien Center, when it began a mandatory process of investigating your finances and requiring production of your tax return to receive their services, which we didn’t think was any of their business. We don’t receive any government handouts or ask for any; why should they need to know how much our home is worth or how much we have in the bank? In order to join a social group or get information? I’m not complaining. But when you live in places that don’t have a lot of gay people, which are often conservative, religious places, it can be difficult. Jerry and I don’t move because we have family obligations here. But retirement seems a little frightening. I think it would be better to understand older gay people and their needs as we age. I am turning 60, so I’m not elderly yet, but my health comes and goes, my hair is white, I don’t walk as well as I used to; I have senior moments. I fear HHS is going to try to take me off Social Security and Medicare, which would be a death sentence for me because of the high cost of my medications. If they make us go in for SSDI reviews, it will be before people who are extremely religious and we’ll all get thrown off. So I’m not only not surprised HHS has yanked questions about us from their survey, I am absolutely terrified of what they’ll do next. I truly feel invisible, and I’m sure there are others.

      My husband and I live in Los Angeles. We contacted the big LGBT group in Hollywood. We didn’t need medical care, but they wanted our financial information just in case. I believe they also asked for proof of citizenship, and it wasn’t because I am Latino. They couldn’t see that over the phone. We finally have found a group in San Gabriel Valley that will allow us to meet other LGBT people without what would seem like applying for another mortgage.

      I’m so sorry (and amazed!) that you’re encountering these BS obstacles to accessing social support. Is it possible that you each encountered a poorly trained receptionist type who confused your desire to attend a support group with the standard “intake” process they do for persons seeking medical care? In other words, did they give you the wrong answer and if you call back and politely ask to speak to a manager, you can get this cleared up? Maybe I’m naive, but I can’t imagine how they could do this..

        It was a mandatory intake questionnaire and interview that took about an hour, but I wouldn’t budge on giving over all our financial information, and he said it was a requirement and we couldn’t move forward without it. The Damien Center used to be a wonderful, inclusive place that welcomed all gay people and was a lifeline of counselors for the hiv community. But now its been hijacked by State of Indiana health department types who seem to be counting and classifying us as pathogens. They want to squeeze everybody into Medicaid, because that’s the only program there is, but a lot of us are middle class and can’t be squeezed into Medicaid. If you own a home you don’t qualify. If you share a home with someone with income you don’t qualify. If you have any assets you don’t qualify. And if you don’t qualify for Medicaid, that’s it. Mike Pence’s Indiana doesn’t concern itself with the problems of sick or old gay people. Period.

    I just a couple weeks ago took an official mandatory long-form survey on households (took me about 45 minutes) for the US Census. I was heartened to see LGBT questions and/or LGBT choices in answer. So the Trump admin. hasn’t been able to wipe out all demographic data across the board yet.

    The wife and I were the only lesbians in our neighborhood. Even though we got along great, we were still alone. We moved to a very tiny house in the woods were the isolation is compounded. We don’t go out to dinner or movies. Right now we don’t have a car or the money. We started going to a SAGE meeting every 2 weeks for help and some relief from taking care of her father who takes all our time and energy. The people we have met and the tons of info have helped a lot. It is something to look forward to and we have gotten some great advise plus other people to talk to. Between my health and advancing age, 58 is not old, it is scary to think about what would happen to one of us if and when the other goes. I don’t want to be alone in a home or taken care of by someone who doesn’t like gay people. Discrimination is on the open rise and if it doesn’t reverse course soon, life could be very hard on our population. People seem to think that LGBT people are well of because they don’t have children or some other reason. It is so untrue and we need to change that. So many have no family and even though I do, I can’t count on them to take care of me. Discrimination in the workplace makes it hard to get a job or keep one especially in states where it is legal to fire us just for being gay. In my home state, it is still legal to kick me out of my home, job, refuse services and toss us out of places. Can you imagine being kicked out of a home because somebody can’t work with you because you are gay? States are taking away protections and limiting cities and state to create protections. Now our federal government is slowly wiping us away hoping we go away?! Within hours of being sworn in, our federal government pages on Civil Rights and LGBT Rights were taken down. Disappeared! Now we are not part of a survey on the elderly?! I am NOT going back in the closet!! I am NOT going away! I am NOT giving up my marriage! This administration will NOT erase me!

      You are already RESISTing erasure. You are RESISTing by being here and advocating. Without JMG and people like you, lots of people like me wouldn’t know of this wholesale dismantling of our human and civil rights.

      Erasing us from public view is the first step to disappearing us for real.

      I’m pleased to read SAGE has helped. I began volunteering with them when they had a mimeograph machine, took donations of office supplies, (I used to pad my department’s supplies requisition so I could walk out with reams of paper and other supplies. Yeah. I was a thief. I was one of the “friendly visitors”, our role was to visit our elders who were more or less ‘shut in’, socialize with and escort to socials. The location was a small annex, tiny really, of the parish offices of St. Luke’s in The Field, Greenwich Village. Then when the center opened on W. 13th St. they moved in with the other many organizations and it was a true feeling of community. Lucky. Spoiled by the advantage of coming from SF, old hippy, to NYC where a similar sensibility of live n’ let live, acceptance and engagement prevailed. We still support SAGE with quarterly donations. The stark facts you write of, within hours the Civil Rights and LGBTQ Rights government pages were removed was another chill down the spine of the shape of things to come. As I posted above. WE are QUEER. We’re HERE. We WILL NOT live in fear! I’ve always appreciated your indomitable spirit and sense of humor, Bj, your comments and replies have always been a welcome read.         I truly wish I shared your positive experience with Sage. I have found them dismissive to our concerns. I recently have had a correspondence with a national Sage person, I just can’t shake the feeling she is looking for wiggle room to toss me under the bus again.

          That’s disappointing to read. It shouldn’t matter where we are or what our concerns are, nobody seeking information or assistance from an organization in place to help us should be dismissive. I know some what, your concerns and the hostilities you face daily from your neighbors and lack of support from law enforcement. To then feel like you’re being thrown under the bus by SAGE has to be beyond exacerbating. I wish I knew how to help.

      I am sending rainbow energy to you. I am a Canadian lesbian. I closely follow and support my brothers and sisters below the 49th parallel. I am utterly dismayed and angry about this topic. I am equally angry about 20 million being wiped off health insurance and “Meals on Wheels.” I am currently in Australia but let me tell you – I will cross the border and march with you all.
